Judge James Patrick McCarthy       Judge McCarthy was appointed to the bench in January 1996.  He was elected a circuit judge in November 1998 and retained in 2004. He was initially assigned to the First Municipal District Traffic Court. From February 1998 through June 2003, Judge McCarthy was Supervising Judge of the Civil Motion Call in the First Municipal District.
