JUDGE THOMAS J. LIPSCOMB

Legal Experience: Judge Lipscomb began his legal career as a Cook
County Assistant Public Defender, providing legal representation to
those who could not afford an attorney, from 1973 to 1977. He was as
a sole practitioner from 1977 to 1994 and then formed the partnership
of Lipscomb & Yuknis, practicing general litigation and real estate until
his election as a judge.

Judicial Experience: Judge Lipscomb was first elected to the bench
in 2002 and assigned to the First Municipal District, Forcible Entry &
Detainer Section (eviction court), and later trained judges for that Section.
In October 2005, his court opening remarks for unrepresented (pro se) litigants were distributed at the
Chicago Bar Association Federal/State Judges Seminar. In October of 2007 he was transferred to his
current assignment, a jury trial courtroom in the Civil Trial Section, where he has maintained one of the
lowest trial dockets. Judge Lipscomb has also presided at numerous mock trial competitions for law and
high school students sponsored by the Circuit Court of Cook County, John Marshall Law School, and
others.

Ratings: Judge Lipscomb has received “Recommended” or “Qualified” ratings from the Chicago Bar
Association, the Illinois State Bar Association and members of the Alliance of Bar Associations, and a
“Highly Qualified”  rating from the Suburban Bar Coalition.”
